  5.     When the Buck Center for Research in Aging proposed to conduct
  6. research on rats and other rodents at the $30 million facility
  7. it plans to build in suburban Marin County, some residents
  8. sounded the alarm. Animal-rights activists warned that studying
  9. the beasts would lead to unnecessary cruelty and that the
  10. laboratory could be a source of dangerous medical wastes. But
  11. another ominous potential threat, opponents argued, was that
  12. living near the center might make people feel bad about
  13. themselves.

  15.     Faced with rising protests last week, the county planning
  16. department warned in a letter to Mary McEachron, administrative
  17. director of the center, that "social disruption, demonstrations,
  18. pickets" might occur if the center conducts animal research.
  19. Such activity, the letter said, could "significantly reduce the
  20. quality of life and community self-esteem."

  22.     Then the planning department ordered the center to pony up
  23. $6,000 for a report on how the center would impact the
  24. self-esteem of county residents. Since the report will be
  25. included in a larger study on the environmental effects of the
  26. center, it might be called an emotional-impact statement.
  27. McEachron has another name for it: "Looney Tunes."
